Only administrators have the ability to delete pages. This is a technical ability only, and one that should only be used after a period of discussion here, usually lasting about one week. In order to request deletion of a page, list it here along with a statement of the reason. Other users will comment and, if a rough consensus has been reached that the page does not belong, an adminstrator will perform the deletion.
Adminstrators are given more broad leeway when combatting vandalism or insertion of pure nonsense, etc. These can be deleted immediately, but if there is any doubt, it should be discussed here first. Admins should always check the page's history to see if there is any good version to which it can be reverted.
